Course overview

The aim of the course is to confirm the knowledge and skills required for delivering a hazmat first responder course and foundation courses aligned with the requirements of all the elements of unit FF5 'Protect the environment from the effects of hazardous materials'

In recognition of the latest developments in the world of hazardous response incident management and in line with national guidance, NCEC have updated our HMI course, delivered in partnership with the Fire Service College providing a world-class learning experience, delivered at FSC facilities by NCEC’s renowned hazardous materials and chemical experts

This course is a two-week residential course at FSC’s unique site, one of the worlds' largest operational fire and rescue training facilities. Lead by at least two qualified trainers – one an experienced hazardous materials advisor with over 20 years frontline experience, and one a sector competent chemist providing further technical insight.

Using different approaches to learning, informed by years of both theoretical understanding and practical application of hazmat training delivery, we aim for qualified HMAs to build confidence and competence when responding to incidents.

Our instructors recognise that most learning takes place ‘on-the-job’ and therefore the course is delivered in a predominately practical way, with simulated exercises used to support learning at every opportunity.

Designed for personnel with a training responsibility this course prepares delegates to deliver hazardous materials training at first responder and supervisory level.  Delegates will be engaged in a varied programme to develop their own subject matter expertise, presentation skills and organise and conduct their own practical exercises using our unique incident ground facilities.  Teaching practices will be evaluated by qualified and experienced College tutors throughout the course.

Delegates must:

  • Hold or be working towards PTLLS or alternative appropriate teaching qualification.
  • Have demonstrated that they possess the underpinning skills & knowledge to provide instruction to learners through accredited prior learning (APL), to the satisfaction of their FRS or employer and the Fire Service College.

During the course a combination of theory sessions, table-top scenarios, role play exercises and fire ground scenarios utilising the latest equipment, standard operation procedures and tactics are carried out. It includes training in emotional response and stress management, plume modelling as well as specific input on key resources: Chemdata and Chemsafe.

How is the course assessed and accredited?

The course is accredited by The International Organisation for Industrial Emergency Services Management (JOIFF) and is in line with their international operational guidance for emergency services. Successful learners will receive a triple badged (JOIFF, NCEC and FSC) accreditation certificate upon completion of the course indicating their qualification and for internal record keeping.
