Course overview

SFJ Awards Level 5 Award in Designing and Delivering Incident Command Training is delivered exclusively for The Fire Service College by the technical author of the award.

The main objective of this qualification is to provide learners with the knowledge, understanding and skills to design and deliver incident command training. The qualification is aimed at incident command trainers for emergency services including: fire and rescue, police, military, ambulance and others. It reflects the aim of the Joint Emergency Services Interoperability Programme (JESIP) to standardise multi-agency command of incidents.

Learning outcomes

The Award comprises three units:

Unit 1

The first unit covers the underpinning knowledge and understanding required for designing command training, exercise and simulation. The aim of the unit is to provide the learner with an understanding of the cognitive processes involved in dealing with incidents, as well as the political dimensions which impact on incident command. The learner will also develop understanding of command procedures, and legal and organisational requirements.

On successful completion of this unit learners will:

  • Understand the cognitive processes involved in dealing with incidents
  • Understand service specific and multi-agency incident command procedures
  • Understand the political dimension of incident command
  • Understand the legal and organisational requirements in relation to incident command
Multi Agency Incident Command

Unit 2

This unit covers knowledge and understanding required for designing command training, exercise and simulation. The aim of the unit is to provide the learner with an understanding of exercise design types, processes and tools, as well as the components of exercise execution.

On successful completion of this unit learners will:

  • Understand exercise types for incident command training
  • Understand simulation types and their application in the context of the training environment
  • Understand exercise design and facilitation tools
  • Understand the components of exercise execution

Unit 3

The final unit gives learners the skills required for designing incident command training, exercises and simulations. It also requires the learner to deliver exercises. The aim is to provide the learner with the ability to set up working arrangements for incident command training, compile a marking strategy, prepare an exercise and a deliver an exercise.

On successful completion of this unit learners will:

  • Be able to set up working arrangements to design and deliver incident command training
  • Be able to compile a marking strategy for command assessments
  • Prepare an exercise
  • Deliver an exercise

Who should attend and key benefits

This course has the following pre-entry requirement:

  • Learners wishing to take the qualification must already hold a recognised training qualification, and have experience of delivering training.
  • Learners must also have a minimum of three years command experience, or demonstrate competence in a command role if less.
  • Learners must also demonstrate a thorough understanding of the current  frameworks, policies and environments that commanders are expected to operate within.

  • Pre course - Written assignments mapped against the Learning Outcomes and Assessment Criteria
  • Attendance on the course and production of evidence on the 2 week course mapped against the Learning Outcomes and Assessment Criteria
  • Post course – Prepare and deliver an Incident Command exercise mapped against the Learning Outcomes and Assessment Criteria
